I think through the piece he makes efforts to separate them (though the third paragraph especially makes it sound as if he is look to differentiate them) and refers to the as UX practitioners and UX researchers. In my mind, I think it's safe to include them as designers. I agree though with the general premise that we shouldn't conflate UI and UX.
